TO CEASE WARRANTLESS SURVEILLANCE AND
MILITARIZATION OF LOCAL LAW ENFORCEMENT AND
PREVENT TURNING AUBURN HILLS INTO A BATTLEFIELD

WHEREAS, American neighborhoods are increasingly being policed by law enforcement armed with weapons and tactics of war, and

WHEREAS, Federal funding in the billions of dollars has allowed state and local police departments to gain access to weapons and tactics intended exclusively for overseas combat, and

WHEREAS, With the passage of the 2012 National Defense Authorization Act and S.1867, the federal government has declared the entire United States a war zone and that anyone can be arrested, tortured and detained indefinitely without due process, and

WHEREAS, A South Carolina county sheriff’s department has a personnel carrier which can fire weapons that the U.S. military specifically refrains from using on humans,[1] and

WHEREAS, New Hampshire police received federal funds for a “counter-attack” vehicle, asking “what American cop isn’t going to be excited about getting a toy like this?”[2], and

WHEREAS, Detroit police shot and killed a sleeping seven year old girl during a warrantless “no-knock” combat zone raid to arrest a murder suspect,[3] and

WHEREAS, Two SWAT teams shut down an entire neighborhood in Colorado for four hours to search for a man suspected of stealing a bicycle,[4] and

WHEREAS, A U.S. Patent has been applied for “shock handcuffs” to be used by cops to administer a Taser-like shock to detainees,[5] and

WHEREAS, Police in Arkansas announced plans to patrol streets wearing full SWAT gear and carrying AR-15 assault rifles,[6] and

WHEREAS, Weaponized drones are now being deployed by local law enforcement, capable of firing rubber bullets, tasers, and tear gas,[7] the latter use of which has been banned in war, and

WHEREAS, Drones are fully capable of warrantless surveillance and firing hellfire and tomahawk missiles and lethal chemical weapons,[8] and

WHEREAS, Virtually no terrorist plots have been uncovered nor have any terrorists been arrested or charged with terrorist activities as a result of the extreme militarization of America, and

WHEREAS, Virtually all the claimed terrorist arrests and convictions have been the result of sting operations where undercover law enforcement deceived unsuspecting individuals into committing nefarious acts, few of which were even related to terrorism, and

WHEREAS, An Arizona SWAT team shot an Iraq War veteran 60 times during a drug raid, admitting that the veteran did not shoot first,[9] and

WHEREAS, Americans killed by law enforcement now outnumber Americans killed in Iraq,[10] and

WHEREAS, Americans are 29 times more likely to be killed by a law enforcement officer than by a terrorist,[11] and

WHEREAS, If police officers were prosecuted for their “reported” murder incidents, the murder rate for law enforcement officers would exceed the general population murder rate by 472%,[12] and

WHEREAS, In the last century over 250 million human beings were killed by government,[13] making government the number one murderer of the 20^th century, and that doesn’t include casualties from all the wars that governments started under the pretext of “protecting” their citizens, and

NOW THEREFORE IT SHALL BE ENACTED, That the Auburn Hills City Council hereby orders the removal of all random warrantless surveillance devices from within the city and immediately cease to engage in any and all military style law enforcement whatsoever, returning any and all funds it has received from the federal government for the foregoing, refuse any and all future offer of federal funds for the foregoing, ridding the city of any and all military-style vehicles, riot gear, hardware, drones, anti-personnel devices, covert/warrantless surveillance devices and resume “innocent until proven guilty” civilian law enforcement which is to serve and protect the people of our city, enforcing only those laws which are within the purview of their sworn oaths and office.

NOW, THEREFORE, BE IT FURTHER ENACTED, that the Auburn Hills City Council calls on the United States Congress and the State of Michigan to adopt legislation precluding the domestic use of any and all random warrantless surveillance devices and military-style vehicles, riot gear, and hardware, such as drones equipped with anti-personnel devices, meaning any projectile, chemical, electrical, directed-energy (visible or invisible), or other devices designed to harm, incapacitate, covertly spy upon or otherwise negatively impact human beings exercising their rights; and pledge to abstain from similar uses with city-owned, leased, or borrowed of the foregoing.
